Unusually, the 14-day clock binds the employee organisation as well as the employer, and both periods run from the day the agreement is made rather than from lodgment. Rule 33 applies only to a greenfields agreement made under s 182(3) (signed by each employer and each relevant employee organisation); an agreement taken to be made under s 182(4) is governed by r 34 and s 185A instead, and no 14-day period arises there because the agreement is taken to be made when the approval application is made.
