Here the 28 days is fixed by primary legislation (VSA 1966, s 17(1)) as a condition of the statutory right of appeal, and s 17 ties the coming into effect of the direction to the expiry of that time, so the general JCPC extension power does not obviously reach it. Do not compute an extension; flag for human advice.

The Council of the Royal College of Veterinary Surgeons is the respondent (r 56(3)) and must prepare and certify the record (r 56(5)). Otherwise Parts 1 to 7 apply with necessary modifications (r 56(1)). Identical period under 2009 r 52(c). Practical effect of s 17: if no appeal is brought, the direction takes effect on the expiration of the 28 days. Corrected on verification: the 2009 comparator was mis-cited. In the Schedule to SI 2009/224, Part 7 ('Appeals under section 17 of the Veterinary Surgeons Act 1966') is r 53, and r 53(c) reads: 'the time for filing a notice of appeal under rule 18(2) shall be 28 days from the date of service on the appellant of a direction under section 16 of the Veterinary Surgeons Act 1966'. Rule 52 is headed 'Payment out of security for costs'. The 2024 rule (r 56(4)), the statutory 28 days under VSA 1966 s 17(1), and the non-extendable treatment are all confirmed and unaffected.
