- Absolute cut-off. There is no power to extend and no relief from sanctions. If the certificate is not given within 20 working days of the effective date the veto is lost and the notice stands.
- Available only to the bodies in s.53(1)(a): government departments, the Welsh Assembly Government, and authorities designated by order. "Working day" has the same meaning as in s.10 (s.53(9)). The effective date shifts if there is an appeal, so the veto window can open long after the notice itself. Section 53 does not apply to the EIR at all: reg 18(6) EIR disapplies it.
