Two compounding rules apply: Interpretation Act s 27(1) excludes both event days because the provision says "at least", and r 5(2) excludes every holiday because the period is less than six days - and "holiday" includes Saturday (r 2) and Sunday. The practical result is two clear non-holiday days before the hearing day. For every other proceeding the Registrar must provide simultaneous interpretation in both official languages without any request (r 11(2)); the request requirement is specific to motions heard by a judge or the Registrar. Do not roll a backward deadline forward onto a holiday - that would shorten the notice.
