Service of the permission application must be effected by non-portal service even between portal parties (r 14(2)). The 2009 Rules' deemed service by first-class post (2009 r 6(3), service deemed on the second day after posting) has been DELETED - PD 3.25 stresses that the appellant must use a method that proves the actual date of service, and r 8(7) makes personal/electronic delivery effective on the day sent and tracked delivery effective on the notified delivery date.
