- Note the split obligation: for an unrepresented respondent the step is permissive ('may'), for a represented respondent it is mandatory ('shall'). The appellant must add whatever is specified. Rule 57(3) then bars the appellant from preparing the record until 'After the expiration of the said period of 14 days', so this period also gates the appellant's next step.
