- None. The noon cut-off is a consequence of rule 15(1)(b)(ii): an application received at or after 12 noon is taken as made at midnight marking the end of the next business day, i.e. after the priority period has expired.
- Rule 154(1) rescues an application deemed made at the exact moment of expiry: "the time of the making of that application is to be taken as within that priority period".
