  • No sanction is attached by the rule. The practical consequence of delay is simply that no final costs certificate issues, since r.47.17(3) provides that the court issues the certificate "When a completed bill is filed". The court may extend under r.3.1(2)(a).
  • PD 47 para 16.3 is in identical terms: "The completed bill of costs must be filed with the court no later than 14 days after the detailed assessment hearing." At the same time the party must produce receipted fee notes and accounts for disbursements (PD 47 para 16.4), and no final certificate issues until all relevant court fees on the assessment have been paid (PD 47 para 16.5
