- Rule 107 contains no express extension power, and no exceptional-circumstances bar either, so rule 19(2)(m) would in principle apply. But treat this as hard for a different and more important reason: even if permission from the CAT is missed, the Court of Appeal remains an alternative source of permission under Competition Act 1998 s.49(2)(b) ("requires the permission of the Tribunal or the appropriate court"), and the Court of Appeal filing deadline is itself calculated by reference to the expiry of THIS three-week period. Letting it run does not preserve time; it starts the Court of Appeal clock.
