- The rule expressly contemplates a different period: "or within any other period the President may direct". The President frequently directs a different intervention window, so the 21 days is a default rather than a fixed bar. Rule 19(2)(m) also permits extension.
- Rule 16(2) is the operative obligation: "The request shall be filed within the period referred to in rule 14(3)(f)." Diarise from the date the summary actually appears on the CAT website, not from the date of the notice of appeal. Rule 16 (and rule 14(2)) do not apply to penalty appeals under Enterprise Act 2002 s.114 (rule 28(3)).
