A dismissed claim may be reinstated on an interlocutory application and supporting affidavit under r 64.4, which requires the applicant to identify the ground, explain why the claim was allowed to be dismissed, depose to the facts relied on and establish that there is an arguable basis for the claim.

In fact two dates matter: 5 months from filing the claim, which triggers the Registrar's notice, and 4 months from the DATE OF THAT NOTICE, at which point the Registrar is to dismiss the claim.
