The 84 days runs from notification of the PRIMARY decision, not from the application to the ART, so the effective time available to the Tribunal is 84 days less the 9 days the applicant had to lodge. A deemed affirmation under this subsection is itself a migration decision whose date starts the 35-day judicial review clock. Rollover is not engaged: nothing is done on the last day, the deeming simply operates at the end of the period.
